GOA SU-RAJ PARTY CONVENTIONS/PRESENTATIONS
Preamble:
Goa Su-Raj Party has been in existence as Goa’s Regional Party, duly registered with the Election Commission of India, since 31st August, 2000. It has contested the 2002 G.L.A. Elections with 8 candidates - viz. Aldona-Calangute-Siolim-Santa Cruz in the North and Quepem, Benaulim, Loutolim and Cortalim in the South. It has also contested the Assembly bye-elections of 2005 from the Taleigao Constituency and 2007 Elections from the Aldona Constituency. Goa Su-Raj Party is yet to open its account in the Goa Legislative Assembly. The party will try its best to field as many candidates as is possible in the next Assembly Elections which the Party views as the most critical elections ever if Goa has to safeguard its unique identity threatened the most through wide-spread unbridled corruption and fast changing demography of the state.
To prepare itself and the more sensitive people of Goa for the next round of Assembly Elections due in 2012, which, however may be anticipated any time now due to the present on-going power seeking circus brought in by our elected representatives which is directly related to the agitational mode that Goa was in against the SEZ (Special Economic Zones) policy of the government of the day, where the Goa government wanted to set up 18 SEZs, with the people wanting none, Goa Su-Raj Party intends to reach to the people of Goa through its Party Conventions in all constituencies, to ‘SELL’ to them the Party’s unique socio-economic developmental programme for Goa and Goans which is explained through the Party’s ‘Constitution’ and its ‘permanent Manifesto, the ‘Road Map for Goa. The party is of the opinion that President’s Rule should be imposed in Goa at this stage to cut short the horse trading which is going on to the detriment of Goa and Goans…and the President’s Rule should be continued until the year 2012, the year that the present Assembly has been elected to serve, ofcourse, minus the present Governor Shri. S.C. Jamir who has amply indicated his contempt for the Constitution of India and who is behaving more like the henchman of the Congress Party, rather than a Statesman. This will give time for Goans to take a much needed breath of fresh air and realistically think in terms of the future of GOA and in whose hands it should be trusted.
At the outset, the Party has decided to have two major Conventions, each in the North and in the South, preferably in Panjim and Margao, so that these may create sufficient awareness in the people of Goa at large. The party believes that the people of Goa have the right to know what is being planned for them, who is planning it, the basis of this planning process, and most importantly, if they, as voters, will be the stake holders in this planning processes over a long and sustained period of time, or, if they will be fooled, like always, with election time promises that sink to the bottom the very day the election results are declared.
These Conventions shall be totally and absolutely ‘inter-active viz. after the initial exposure of the Party’s procedures that will be followed, before, as well as after the elections, the Party functionaries will answer any and all questions that might be raised during this interaction. Through this exercise, it is hoped that more serious minded citizens who are desirous to get into the mainstream of helping Goa to recover from the massive administrative mismanagement since 1961 may come forward and be part of the planned REVOLUTION for change.
These Party Conventions are intended so that each and every Constituency of Goa may light the ‘torch’ of this new-generation awakening of the political thinking based on self-sacrifices and impartiality through setting-up of the ‘Constituency Working Committees’ [CWCs] to initiate the path for actual, no-nonsense self-determination in the fast progressing age of globalisation of the State and the Country.
A very brief explanation of what is to come in these CONVENTIONS.
Sealed Non-amendable Constitutional Provisions:
Five-Member Cabinet: for effective, cost-saving and co-ordinated administrative excellence. – ART-34.
No elected representative can hold ‘Dual Posts’ – ART 37.
Any elected representative [MLA] can be the CM or the Cabinet Minister but cannot hold the office of Profit viz: occupy the offices of Chairpersons or Directors of Govt. Corporations and Institutions. – ART 38.
Any elected representative may be re-called by the General Body of the Party – ART-40.
Grass-root Organisation – CWC – Selection of Candidates
Step-1: Village Representative [VR -one for each Village] appointed by the Party
Executive in the Constituency. VRs in turn appoint their own Ward
Representatives [WRs]. VRs hold voting rights in Party decision making process
while WRs do not. VRs are mandatorily the life members of the Party while WRs
may be ordinary members.
Step-2: Elections within VRs of the respective CWCs to elect Presidents and
Secretaries.
Step-3: Re-appoint VRs to two vacated positions.
Note-1: The ‘President’ of the ‘CWC’ is the Candidate for the following Assembly Elections with the Secretary substituting for the Candidate.
Note-2: Second Term as MLA is not possible in view of Art-37 and Note-1 unless the
incumbent ‘President’ consents.
Post Election Party Convention for Electing the Cabinet and Distribution of Portfolios
Step-1: Convention called for the same evening or the next day of the Election results being declared .
Step-2: Composition of Delegates/Electoral College:
-Two members of each CWC – Max. 80
-Members of the Supreme Executive of the Party – Max. 40
-Prominent citizens of stature and consistency of thought process, who may or
may not be members of the party – Max 10
Step-3: The Chairperson who will conduct the convention shall be selected from
within the electoral college by show of hands.
Step-4: Chairperson shall accept nominations from lelected MLAs who wish to contest in
This sole election to elect the CM. [each contestant must be proposed and
seconded by electoral college members to be eligible for this contest.
Step-5: Chairperson calls for each nominee to address the electoral college (within a
stipulated time frame) to seek its vote in his/her favour.
Step-6: First Ballot – Consists of 9 slots for 9 names.
Step-7: Chairperson calls for counting of votes. [ 9 top scorers survive first round]
Step-8: Chairperson calls for each of the 9 survivors to pick-up and answer a question
from the box, questions previously deposited by ‘Electoral College members.
Step-9: Second Ballot – consists of 5 slots for 5 best out of 9.
Step-10: Chairperson calls for counting of votes. [ 5 top scorers survive 2nd. Round]
These 5 are the Members of the Cabinet. First and Second rounds of votes shall be aggregated for each of the 5 winners. Aggregate top scorer is the Leader of the Legislative Party, the CM elect, with others as Cabinet Ministers. Chairperson has the casting vote incase of a tie.
Step-11: Chairperson hands over the CMs Portfolio chart to the CM elect and surrenders
the chair.
Step-12: CM elect calls for his cabinet colleagues (in descending order of scoring) to
choose from the 4 portfolio charts where portfolios are equally balanced.
Step-13: The Party President gives the ‘vote of thanks’ and closes the Convention.
Note-1: This exercise was conducted after the 2002 Assembly Elections at T.B.
Cunha Hall when the party elected its ‘Shadow Cabinet’
Note-2: Media shall be invited for the convention.
Note-3: The newly elected Cabinet members shall call on the Governor of Goa at the Raj Bhavan to take oath of Office within hours of the convention ending.
Note-4: Following day, the freshly elected Government of Goa shall be in its seat
and functioning.
Note-5: The Cabinet shall meet each day from Monday to Friday for a total
co-ordinated working of the government administration. Any cabinet
member may enquire/question/offer a suggestion to any other colleague in
the cabinet on the administrative matters entrusted to them and vice-versa
with no scope for prejudice or ill feelings.
Summation:
1. If the above set procedures do not work in rooting out the existing arm-twisting tactics followed by our elected MLAs to procure for themselves the cabinet berths and lucrative portfolios, thereby creating instability of governments in Goa, making Goans the laughing stock of the rest of the nation and the world over, we shall never know what will. This party believes in the age old adage “ WHERE THERE IS WILL THERE IS A WAY”
2. The Goa Su-Raj party challenges any other political party, national or otherwise, to come up with better , fool-proof procedures than those stipulated above.
3. The Goa Su-Raj Party acknowledges with humility the words of Mahatma Gandhi who said: “ WE MUST BE THE CHANGE WE WISH TO SEE IN THE WORLD” Needless to say that Goa Su-Raj Party is the revolutionary political party that Goa has ever had.
