The Goan Welfare Association, Qatar - a social-cultural organisation of
Indians from the western state of Goa, recently donated Rs. one lakh to
Asro-Caritas Cavelossim, a South-Goa-based Centre involved in taking care of
orphaned Children suffering from HIV/AIDS.

The centre which is run by the Franciscan Sisters of Christ the King, is
supported by Goa State AIDS Control Society in their endeavour to give new
meaning and direction to the destitute children rendered orphaned by the
deaths of their parents and abandoned by their families.

The donation for the Asro fund this year has been in a series of donations
that Qatar-based association has been shelling out to the needy and
distressed people of India over the last few years since the organization
was founded in.

Simon said that the Association has been donating funds for charity in India
out of the proceeds of the May Queen Ball - a event patronized by Goans here
in Qatar and one event which is keenly awaited by the community every year.

"The Association had donated Rs. One-lakh each to the Gujarat Earthquake
relief fund, the Prime Minister's relief fund, CRY, Girl Child Orphans and
others who were in need and distress in the past," he said.

The one-lakh cheque was handed over to Asro in-charge Sr. Veenita by
President of the Association, Simon D'Silva in the presence of the local
Church Parish Priest Father Nelson Colaco and former Chief Minister Luizinho
Faleiro along with local self-governing body chief Sarpanch Edwin Barretto
and local village elected representative Dumen Rodrigues.

Former Chief Minister, Luizinho Faleiro complimented the Goan Welfare
Association for donating the funds to the Asro centre, saying the funds will
go a long way in helping and treating HIV children at the centre.

While applauding the activities of Asro-Caritas, Faleiro said that its aim
is to carry work particularly for the most neglected of our society. He said
that Asro-Caritas is primarily involved in caring for the HIV infected,
palliative care of AIDS patients, providing value-based education on
preventive of HIV infection, support and train people to take care of their
loved ones. He observed that the quality of services done by Asro-Caritas is
well known in South Goa.

Sr. Veenita outlined the various activities undertaken by the Asro centre in
the field of spreading awareness on HIV and AIDs.

She said the centre has been successful in covering most of coastal belt in
Salcete Taluka of South Goa district.

Sr. Veenita also said that Asro - Caritas considers each one as unique and
treats everyone with respect, love and dignity.

"We also believe in compressive approach to help needy people regain their
health and dignity even after they are infected with HIV", she said.

She said that serene atmosphere, fresh air and the calm and quite
surrounding promotes a homely atmosphere and peace of mind for the inmates.
It is necessary to understand their dreams, hopes and aspirations, she
added.
Father Nelson Colaco also spoke. A small cultural programme was presented by
the inmates of the centre.

Dear Shri Simon D'Silva,

Greetings.

I am writing as a follow up to your request for a direct Doha Goa flight to
the Hon Commissioner for NRI Affairs.

You would recall the meeting held in the Qatar Marriott Hotel at 1700 hrs on
12 Nov 07, where besides you, the Indian Airlines managerShri S K Sharma,
the Sri Lankan Airlines country manager, Mr Lakshman Weerasooriya and a
Goan travel Agent were present. Therein the Indian Airlines manger had made
it clear that they could not schedule a direct flight to Goa as it involved
many other factors involving other sectors, the number of aircraft available
and economic feasiblility due to numbers of passengers likely to fly. The
Sri Lankan manager said that they wanted to reschedule their flight which is
presently scheduled to arrive Goa between 0730 hrs and 0830 hrs thrice a
week, to between 0830 hrs and 0930 hrs, but could not do so due to the
airfield being closed due to operational naval requirements. He sought the
good offices of this office to help Sri Lankan Airlines.

I have discussed this with the Naval Officials at the highest level in Goa
and the Navy has informed me that now the airfield will be available round
the clock on Saturdays and Sundays. On other days the aiefield will be
closed for commercial aircraft only from 0830 hrs to 1300 hrs. In view of
the tourist arrivals the AAI is making arrangements to keep the airport open
in the night too. You may therefore please discuss this with the Sri Lankan
manager to schedule the fight accordingly. Even one flight a week would be
adequte for the Goan population in Qatar.
With regards,
Yours sincerely,
John C DeSilva
Vice Admiral (Retd)

Goan community seeks direct air service

Published: Thursday, 15 November, 2007, 01:48 AM Doha Time

Staff Reporter
DOHA'S Goan community has made a strong plea for direct flights to the
southwestern Indian state of Goa.
The appeal was made at a meeting hosted by the Goan Welfare
Association in honour of the NRI delegation from Goa, headed by Commissioner
for NRI Affairs, government of Goa, and former Indian federal minister
Eduardo Faleiro.
The proposal for direct flight to Goa was made by Simon D'Silva,
president of Goan Welfare Association, on behalf of the Goans living in
Qatar.
Vice-Admiral (Retd.) John C D'Silva, chairman, Overseas Employment
Agency of Goa, Director of NRI affairs (Goa) Ulhas D Kamat and Bailancho
Saad activist Sabina Martins were among others who were honoured at the
meeting held at Shalimar Garden Hotel recently. All were part of the
delegation led by Faleiro.
Speaking at the meeting, Indian Ambassador George Joseph described the
Goan community as a "trouble-free group," having hardly any complaints at
the embassy. He also requested the NRI Commissioner to help the NRI Goans on
the issues pertaining to property and education.
Replying to the envoy's speech, Faleiro highlighted the efforts that
the NRI commission in Goa had made for the Non-Resident Goans since its
establishment.
The former union minister also highlighted various NRI Issues,
addressed from time to time for the benefit of the NRI Goans. He urged the
Goans to voice their woes and proposals so that he could study them and try
to reach a solution.
Speaking later, Kamat recalled the Global Goans Covention held at the
beginning of the year in Goa and spoke about the initiatives made by the
state to tap the energies of its NRIs. The official also distributed a CD on
authentic Goan music entitled 'DAIZ.
Since the NRI commission's inception in Goa, it had made efforts to
track down all compatriots who were affected by the Gulf War and who
returned from Kuwait way back in 1991, said Kamat.
He said the commission was successful in locating more than 200 Goans
whom they later helped.
Efforts were also made to address the grievances of children of NRIs
who were facing monetary and physical problems to authenticate educational
certificates by the central government officials and then by the Ministry
for External Affairs.
The official also spoke about the work being carried out by the
commission on the issue of seats for NRIs in professional colleges. Kamat
said that at present, at the only medical college the state has, only one
out of its 100 seats is reserved for children of NRIs.
The commission has already made a proposal to the state government to
increase the seats to 110, and the number of NRI seats to 10.
The official also requested the gathering to visit the commission's
website, www.globalgoans.org.in
John C D'Silva, chairman of the Overseas Employment Agency of Goa
spoke about the purpose of establishing the agency for the benefit of Goan
Youth who seek jobs abroad.
Sabina Martins spoke about the purpose of her visit to Qatar and
explained how her organisation worked for the protection of the rights of
Goan women worldwide. She highlighted the work the forum had undertaken for
the alleviation of the hardships faced by women due to various social
causes.
Eduardo Faleiro presented a memento to Simon D'Silva, president of the
association, in appreciation of Goan Welfare Association's support to NRI
Commission's efforts.
Basil Coutinho, a prominent Goan who had left Qatar for good, attended
the meeting while on his short visit to Qatar.
Proposals were submitted by John D Sa on various problems faced by
Doha-based Goans while on vacation back home.
The meeting also made a forceful plea for the recognition of services
of social worker Eugenia Dias and that the state government to honour her
with a suitable award considering her services in the social field in Qatar
for the past 30 years.
The meeting also requested the NRI Commissioner to make it easy for
those Goans who wanted to secure Portuguese passports.
Mathew Estrocio compered the meeting and Hazel Rodrigues proposed a
vote of thanks.
