Goa Su-Raj Party is gearing up to set up its Constituency level Working Committees [CWCs] in all 40 constituencies of Goa which is its grass-roots organizations.
Composition of CWC:
(1) Each Village of a Constituency is represented by a VR (Village Representative) appointed by the Party amongst Life Members
(2) When all villages are represented, Election amongst VRs elects President and Secretary.
(3) Two vacant positions are filled up the new appointments.
(4) President is the Party's 'Candidate' with Secretary as 'Substitute Candidate' for next Assembly Elections.
(5) Respective VRs appoint their own Ward Representatives to work with (WRs)

Note:
The party shall contest the next [2012] Goa Legislative Assembly Elections only to the extent where CWCs are operational. Goans who would like to make a difference in the way Goa is governed are exhorted to register themselves as the Party's Life Members so that the Party may go ahead and install its CWCs and thereby the prospective 'Candidate' for that Constituency. If this exercise is not underway much before the scheduled next Assembly Elections, the Party will not be able to participate in the Election process. Thus far, the Party did contest elections randomly, without its grass-roots organization, but that was solely to promote awareness of the existence of the Party since the electorate is politically motivated and receptive during elections.
The Party is of the view that it is useless getting into the election mode to contest elections without established grass-roots organization in place. People do not vote for Political Parties which are not organized and visible, even if they are ideologically superior to other most visible Political Parties. Besides, voters demand prior contact with the party if they are to vote for it even if the Party is well advertised.
It is a fact that the people of Goa are desirous of change in governance for Goa. That desire cannot be satisfied if people themselves do not move towards satisfying that desire. The Goa Su-Raj Party is not only ideologically prepared to face the people of Goa, but also procedurally well established as it knows exactly how it will move after the elections as it knows how it will move before elections. The Party is in a state of the set procedural preparedness, and when elected to power, it will set the governance of this state in motion the very next day the election results are declared without any qualms or internal disputes.
Therefore, the Party urges those persons who not only want to see the much desired change, but who want to touch that change, to shed their lethargy and complacency or whatever it is holding them back and register with the Party so that the Party is able to set up effective grass-roots organizations in all 40 constituencies and be prepared to make a dent in the electoral process in the fast approaching next assembly elections.
It is also pertinent to note that the number of candidates fielded by a forward looking and confidence exuding political ideology has an effect on the psyche of the voters who actually want to vote for a change. The number of the candidates fielded cannot be less than the two third majority required to form the government. In Goa's case, it is 21. To be on the safe side, any party wanting to infuse confidence in the people, must field more than 21 candidates, ideally at least 30 to be on the safe side. The number of candidates fielded will, by itself, win half the battle, because the revolutionary wind blows in mysterious ways affecting the psyche of the voters. Given the sound grass-roots organization in place, there is no doubt that the battle will be won. And this feeling changes all equations hitherto not even dreamt as possible.
On the contrary, if this large number of candidates are fielded without establishing the grass-roots organization, the exercise will be a wasted one even if 21 are elected and the government is formed. Because this government will be walking on crutches and will collapse in no time, feeding the already disillusioned mind of the voter that no matter what is done, Goa cannot be saved.
Let us, therefore, start by doing the first thing that is required. Let us commit ourselves. Let us not be the fence-sitters that we have been for long. Let us move forward with confidence that we will touch that elusive change in Goa's governance.
The strategy for winning elections is well known to this Party as it is not a novice, even though it has not made any dent in the electoral process yet. We attribute the reason for that being that 'a baby is not expected to walk, much less run'. This baby will grow up to walk and to run in time to come, but not with the help of the two most desirous vitamins, namely 'money' and 'muscle power'. It's very raison d'être will be defeated if it did. However, this Party will not only want to run but actually run with the help of very small, insignificant contributions by the people at large and therefore with their active participation, a winning strategy well defined by the following slogan:
'SMALL MONEY FROM A LOT OF PEOPLE MAKES BETTER SENSE THAN A LOT OF MONEY FROM ONE PERSON"
And the competition with the 'MONEY' & 'MUSCLE POWER' machine is possible only if 'TIME' is one's side.
Therefore Please hurry. Time is running out.
