Goa as an enclave or a colony of the Portuguese was never really 'secular' in the strict sense of the word. What that means is that Goa was always communal at heart. It was never "Toh Goenkar" but always 'Toh Cristao", "Toh kokh'no", but of late the "Toh Musolman" has creeped in to a greater extent.
In this context the Mantra that Dr. Anil Desai exposes has a two dimensional connotation.
* Corruption is better than Communalism* serves the purpose of Goans beautifully, in that, they get to kill two birds in one shot. That is: They get to keep their communal bias intact but at the same time they get to be more and more openly corrupt.
This is why Goa will not be able to shake-off the Congress epidemic of corruption from its soil in a jiffy.
In other words, what I am saying is that the Church in Goa will not want to move away from the endeared Congress because it serves its purpose in more ways than one. Why I am saying this is because, as said earlier, the Church is Goa is a powerful entity and can help change things if it really feels like it.
