As a follow-up on my original call to the Flying Squad (North), since Mr. Ferrao did not seem to have kept his promise that the Flying Squad would arrive same evening, failing which the next morning, I felt it necessary to give him a buzz again to remind him of his promise. He was apologetic and said he would do the necessary but said that he has checked with the Panchayat of Moira and they have issued the building licence for the site.
I reminded Mr. Ferrao that in any case no one would dare to start work without a proper licence and an approved plan for the construction in question. Most important is if he has checked if the builder has 17A permission for hill cutting, that according to the extent of hill cutting in progress, 17A is a must. The requirement of 17A is the contour plan of the site and based on the same the permission 17A. Mr. Ferrao again promised to check up on this. However, I reminded him that he better do the needful immediately, especially since I was one of the arrested at the Secretariat for demanding the immediate implementation of the Flying Squad services and that his life would be made a misery if he didn't pay attention.
I am now happy to report that Mr. Ferrao kept his promise and the Flying Squad under the command of Mr. Michael Gonsalves did come to the site in question along with the Moira Talathi. He has taken note of the ongoing hill cutting work and has informed me that proper inquiry will be instituted.
Most importantly, I reminded him that prior to any construction work is undertaken, whether private of government, a display board must be erected giving all details of the Conversion Sanad, Panchayat/Municipal Licence, type of work undertaken, if hill cutting permission (17A) is obtained , proposed date of completion of the work, name of the builder/contractor etc. This, I told him, helps an inquisitive/conscious citizen/s to know what is happening and cut out the unnecessary and complicated work of having to file complaints and chase after them and in the bargain create a lot of bad blood.
Mr. Gonsalves has acknowledged the request and has agreed that a display board is a MUST.
The Government should instruct all licence issuing authorities to put this pre-requisite in the format of the issued licence boldly and forcefully so that this routine is mandatorily followed.
Needless to say that Goa Su-Raj Governance would ensure that this was done to the hilt.
